Minister Bambang Brodjonegoro Encourages Non-Construction Consulting Services to Realize Indonesia as a Developed Country

Within the framework of the 2005-2025 National Long-Term Development Plan (RPJPN), opportunities for non-construction consulting services will be enormous in the fourth medium-term development. The 2020-2024 Medium-Term Development Plan (RPJMN) is the foundation for Indonesia to become a high-income country, so it requires a lot of consulting services, both in terms of quantity and quality,” explained the Minister of National Development Planning/Head of Bappenas Bambang P.S. Brodjonegoro in his remarks at the INKINDO National Conference with the theme “INKINDO Mandiri for the Excellence of the Country”, which was held in Semarang, on Thursday (22/11).

Bappenas is preparing a technocratic design Honduras Mobile Database for the 2020-2024 RPJMN. Future development will give priority to human development, as well as economic, regional and polhukhankam development. According to Minister Bambang, these four priorities are opportunities for non-construction consulting services, although infrastructure development is still a national priority. “The position of the national consultant is expect to be a development actor, namely providing software and brainware, pioneering innovation and technology adaptation, as well as regional development assistants. As a development resource, national consultants must be able to compete in the international market, master science and technology, and have ethics and professionalism,” explain Minister Bambang.

Minister Bambang further mentioned 17 areas of scope of non-construction consulting services, namely: politics, economy, education, health, social community, religion, culture, security, territorial and spatial planning, environment, infrastructure, government, law, aerospace, maritime , management, as well as other fields that have not been cover. The users of the seventeen consulting services are not only the Central Government, but Regional Governments, BUMN, international institutions, the private sector, banking, and Public Private Partnership projects.

Development, the Ministry of National Development Planning/Bappenas has also socialized the Regulation of the Minister of National DJ USA Development Planning/Head of National Development Planning Agency through FGDs in seven Provincial Bappeda with participants coming from Regional Government organizations and regional INKINDO. The aim of this FGD was to identify consultant problems and bring Bappeda closer to consulting services in the regions, thereby strengthening the role of consultants not only at the central level but also at the regional level.

Based on the FGD, there are five challenges for consulting services, namely policy, regulation, procurement operations, accountability, and professionalism and competence. One aspect that is of concern is regulation, because there is no legal umbrella for non-construction consulting services, the standard billing rate has been stagnant since 1998, and there are no rules for guaranteeing the quality of consultant work.
